To be clear:
- The advisory board is for member organizations to give feedback on KDE's activities and decisions.
- The post you linked is announcement than Debian becomes a member and calls for comments from Debian Developers on how Debian can improve their long-term relationship with KDE.
Unless you're a Debian Developer this call for comments isn't for you. It's likely good news for Debian KDE users though
