Application GUI failing

Looking at some programmes including some of my own the combo gadget and others appear to resize themselves obscuring other gadgets on the application GUI.
After some research I have found these bits

These concern the lots of whitespace above and below the list when opening a combobox which some users find quite alarming.
They appear to suggest that the whitepsace and to me by inference the resizeing are "features" which I believe is thought to enhance the Linux experience but far from being a feature they appear to be more of a bug breaking once running applications.
I have tried this with a simple combobox first loading with short strings and after programme start adding a much longer string and yes the combo resizes without me telling it to.
Is there a way to stop this behaviour?
Please somebody say 'Yes it is simple do it this way' as my only other option is to stop porting my applications to Linux.
