It's a Puppy Linux distro built from Ubuntu 9.04 packages.
It's really nice, I recommend you check it out.
It's small and fast, but still full-featured.
Perfect for older computers.

It's still in alpha, though, so it probably has a few bugs. (personally, I haven't noticed any)

I think the main reason that Barry K (creator of puppy linux) is using packages from other distros is so that he doesn't have to host them himself.
Since he "retired" from developing puppy linux, he has been working on a set of scripts called "woof" that automatically builds a 100mb puppy linux distro using packages from other distros (currently it can use packages from slackware, debian, ubuntu, or arch)
I think he released upup as an example of what woof can do.
