What does it do exactly ? Is it pre-installed on linux mint ? How to use it ?

Hi,
The simple answer is that a tiling windows manager allow you to have several windows present at the same time without them over lapping each other.
While the in the none tiling manager each widow takes up the full screen and cover each other.

Pop OS uses a tiling extension to gnome not sure it works in cinnamon.
