What does it mean when a file is Queued during an update?

Whenever I try to update Mint 13, there's always a certain file that takes a ridiculously long time to download, and after a while it will just say that it's been "Queued" and seems to stop downloading or doing anything. What's going on and what do I need to do, if anything, to fix it?

Normally updates allow only one connection per repository, to prevent any one user from dominating a repository that is suppose to be accessible to users world-wide. Packages that are "Queued" are waiting for some other package from the same repo to finish downloading.

So, just waiting will eventually cause it to finish the download?
