I'd like to upgrade to Mint 14 KDE but I am running MATE, is it safe to upgrade?

What are your machine specs?
Have you tried the live cd?
What were the results?

By "upgrade" do you mean you have LM 13 or below and you wanna go to LM14? If so follow http://community.linuxmint.com/tutorial/view/2
Or save off you data and do a fresh install **Perferred method**
Or are you running LM14 MATE but wanna add the KDE desktop to it?
These are very different things.
