Is it possible to install linux mint on a HP touchpad??

No. Linux Mint is based on Ubuntu, and still not possible, install Ubuntu stably and securely on a tablet.

I am confused,If Mint,is based on Ubuntu,why then would it not work but Ubuntu does??

False. According to the [url=http://www.ubuntu.com/2013/02/press-pack-ubuntu-tablet/faq]OFFICIAL WEBSITE[/url]of Ubuntu for Tablets, is still developing the system, not yet launched the first stable version of Ubuntu Touch (version for tablets).
Adaptations of Ubuntu for the smartphone, TV and the tablet are all in development and expected to be available in 2013. All form factors will be merged into a single platform for our 14.04 LTS release in early 2014.
Canonical is a now engaging with hardware manufacturers and and aim to have the first Ubuntu tablets available for retail by the end of 2013.
Maybe you're referring to ubuntu for android application, but that is not a system, is a program that runs on Android. No application of Linux Mint for Android.

I think it would be easier to create a Hackingtosh right now.

What I read, seems Android must precede anything else so the touch drivers will already be loaded, then other systems like Ubuntu can work by using those.
