Power Options

I am using Linux Mint Debian Edition, 64-bit. I am not 100% sure but I think that my DE is Cinnamon.

In the upper panel, right-hand side, when I click on my username I can see the Suspend option. And when I press the ALT key, Suspend turns into Power Off. So far, so good...

I would like the menu to show all three power options: Suspend, Hibernate, and Power Off.

How do I do that?

I'm not running Debian but I'm reasonably confident that there is a Power Management utility that should control your options. If you have the equivalent of a control panel, you should find it there. Otherwise suggest looking in the Systems Tools or Administration.
