Install the dconf-editor package.

Open up dconf-editor and navigate to:
org...mate...marco...global-keybindings

you will see panel-main-menu bound to <Alt>F1
Change it to Super_L

exit dconf-editor and now it should work.

Note, I do not use "Mint Menu" I use the "Mate Menu"
This method works for me.

This method works for me.
This tutorial is more clear:
1.) Press Alt+F2 to launch “Run Application” box, type in dconf-editor and click Run.

2.) Navigate to org/mate/marco/global_keybindings/, in right click to set value of “panel_main_menu” to “Super_L”
