Cannot change user privileges!

Cannot change user privileges!

I have a brand new install of Felicia on this laptop. I ran the mint updates successfully. But now I am having a problem with the users. When I go to Users and Groups and click Unlock, the dialogue hangs for about 30 seconds, and then returns an error: "Could not authenticate" "An unexpected error occurred." So, I can't change anyone's permissions, passwords, or add any users. What can I do?

Can you use the command line?
useradd and passwd
If not we have a serious problem if yes something is wrong with your GUI (serious enough)
