On Mint Cinnamon the fonts are at /usr/share/fonts Maybe it's the same for Mate.
Have you tried just searching for "fonts" using your file manager program?

/usr/share/fonts will apply to all Linux Mint desktop environments, Cinnamon, Mate, xfce, KDE. It might even apply to Ubuntu.

Pretty sure that's the location in any OS using the freedektop standards:/usr/share/fonts will apply to all Linux Mint desktop environments, Cinnamon, Mate, xfce, KDE. It might even apply to Ubuntu.

One programs which uses - and creates - ~/.fonts is font-manager. It creates inside a link to it's own library (which is in .local/share/font-manager//Library. I don't know if font-manager gets broken, if you would create ~/.fonts as a link, as it would prevent font-manager from creating the folder ~./fonts.
A program which does use .local/share/fonts is gnome-font-viewer, which comes pre-installed with Cinnamon (I don't know about Mate).
