Only a user or program with root privileges can shutdown/restart a Linux system. The correct way to shutdown your computer is with
sudo shutdown -h now
What you can do is to give yourself the permission to run this sudo command without having to enter the password. You do this by editing the sudoers list. For this you absolutely have to use visudo. Otherwise you run the risk of messing up your system. Take it from me
Have a look at this article... it should explain what you need to allow you to run shutdown without the password. Be careful though... if you mess it up no user will be able to get root privileges... only root... and in Mint, root is disabled by default. You have been warned.

If you specify the user and exactly what he/she is able to run without the password, there is no harm to the system... eg. allowing user 'shane' to run 'shutdown' without password.

I don't use Gnome... but I suppose that is the way normal users in Gnome shutdown the system... So I suppose that is a safe way to do it.
