It may depend upon which version of Mint you are using. But it looks to me like if you right click on the Panel (sometimes called taskbar and other stuff), click Add applets to the panel, then select the Menu applet, you should be back in business.

What is your version of Mint and what is the desktop environment? If you don't know open a terminal and enter:
Paste the output here.
Be more precise: What did you delete? The menu applet itself, some content inside of the menu? In the first case add the menu applet again to the panel. For more detailed answer we need the information, that you missed to provide, see my first paragraph.

I have deleted launcher ... this container where are located all icons added with "Right click on app / + Add to panel".
Somehow now I have again laucher but now on the righ side. Can not move it on the left as it was after initial installation.
I am using latest linux mint - 18.1 ... here is output of `uname -a`:

If you're trying to get it to the far left side of the menu in cinnamon, right click the launcher and select add to favorites.

You should be able to move it. Right-click on the Panel > Panel Edit Mode ON > then move it > Panel Edit Mode OFF
