Is this a laptop? If so, maybe the cable which goes through the hinge needs replacing. Is it ONLY in Linux?
All things go better with Mint. Mint julep, mint jelly, mint gum, candy mints, pillow mints, peppermint, chocolate mints, spearmint,....

Doesn't look like a panel created section, unless you set it for translucent. Again I ask, is this a laptop?

If it is a desktop, cycle the power on the monitor.

Everyone seems to be assuming a hardware problem but you don't say if it only shows on the login screen or shows on the desktop also?

It's a laptop and it only shows in the login screen.
