Besides the update manager.

Of course they do. Any internet browser, for instance. Or probably any networking application. Connecting to any available networks is
basic functionality for any operating system and many of the applications that run under it, and it would be strange for anyone to
think to curtail that. Of course there are means (firewalls, etc) to do so, for those who have special requirements.
