QCA6174 802.11ac Wireless Network Adapter Will not work on Cinnamon 18.2

I have tried numerous threads trying to find a solution but none have worked for me. In the past, on the same device and kernel the Wifi worked until recently, I reinstalled 18.2 and my Wifi now does not work. I believe it has to do with a lack of drivers.

Any internet access available to this computer with the QCA6174? If you have access see the wireless script link in my signature and post results.
It isn't a lack of drivers

On Windows wireless connection works flawlessly. The results from that link are as follows (I have wired connection available):

It did not seem to have any effect on the wifi. After trying a solution on another thread, I came across another issue, the network manager is not displaying a wireless option even after a "service network-manager restart". Attached is what the network manager is doing (That is how the network manager opens up, as a shrunk window).

With ethernet connected

sudo apt-get update && sudo apt-get install --reinstall linux-firmware
Reboot and see if it works, if it doesn't check results for

rfkill list
If it shows dell-rbtn as hard block and soft block yes, try the FN key combo to enable wifi
