My problem is that somehow, a folder for my printer was deleted.
I found that folder in an older copy of Timeshift.
I do not want to restore the entire version of Timeshift because that was all before a whole host of severe problems that have since been fixed.
All I want to do, is copy that one folder from Timeshift to the current system folders.
Here is a picture of what I need to do, the right side is Timeshift folders,
the Left side is my current folder. I need to copy the Epson printer folder from Timeshift to the current folder shown on the left side of the pix.

When I try to Drag 'n Drop from Timeshift to the current folder I get the following error:

So how do I acquire that permission?

In general: TimeShift is not made for that and you are completely on your own, if something goes wrong, e. g. possibly missing dependencies.
The folder in the left picture shows /opt, this is a system folder. That means, that you need elevated rights to write there anything. There are 2 possibilities:
#1: Right click the folder (left) on an empty place and select to open the file manager as admin. Now drag the folder from the timeshift folder to that window.
#2: You only need the file manager as shown inn the right picture; there you have already elevated rights, as the red bar indicates. Press there F3 to pen a second pane, than navigate in one pane to /opt, now you can drag.
In general 2: In this case we can answer your question without needing to know, which version of Mint and which desktop environment you are running. In most cases we would have to waste your(!) time, because we have to ask and we have to wait for your answer. So please remember for the future: Any support question needs at minimum the said information.
In case you should answer me, that this info is perhaps in the signature: This is not a valid place, this info belongs to all the other info and to the question. I do not let signatures display, because I cannot say, if the info there is timely related to the post or not. Besides that I have seen to much nonsense there in the past. So: no system specs in the body of the post = no system specs at all.

but, the Host address in that config is now missing....

I did a scan of my network to find the printer:

and entered that IP into the host printer menu:

and that cleared all errors, but when I send something to the printer this message shows in "Printer State"
Stopped - File "/opt/epson-inkjet-printer-escpr/cups/lib/filter/epson-escpr-wrapper" not available: No such file or directory
but, when I go to "Computer" and follow the directory structure down the above path, I see this:

This may be a stupid answer to a non stupid question but have you tried re-adding the printer as if it were a new installation?
