Mint 18.3 has slowed down when clicking any icon like Libre office or firefox it takes 10 seconds to respond same when exiting a page very slow responding

Hello, can you please post the result of the following terminal command, and enclose it in code tags? It's the button marked </>. This is needed for pretty much any question about your system, so it's a good habit to post it straight away.

its worse now freezing up on browsers and libre office for 2-3 minutes

You do not have to post a screenshot of the terminal output.

Well, not a guru by any means, but it appears to me that the slowdown quite likely must be due to the swap kicking in: ID-3: swap-1 size: 3.12GB used: 0.63GB (20%) fs: swap dev: /dev/dm-1
I'd recommend / suggest you to try this at first:

Linux kernel 4.13.32 contains the Meltdown & Spectre patches which may carry a significant CPU performance hit.

Certain Level 4 and 5 updates may also cause a computer slowdown.

Try testing by reverting to a previous kernel.

gksudo xed /etc/sysctl.conf. Copy / paste the following in the end of the file:
# Decrease swap usage to a more reasonable level
vm.swappiness=10
Save, then reboot, that's all.

Your inxi said that your system has 3gb of memory, and that you were using 823mb. However, swap in use already 0.63gb. It's a bit overkill for sure: the general goal is to use swap when memory is not enough for the tasks in question...and you still had plenty available.

I suppose so. You could try loading up the machine and using: echo 10 | sudo tee /proc/sys/vm/swappiness (temporary) to test it. An alternative (temporary) method: sudo sysctl vm.swappiness=10 Or to make it permanent (may not work for all keys), you can also use: sudo sysctl -w vm.swappiness=10
