Using 18.3 Cinnamon
I have this weird problem. I have multiple computers in my house. Some are wired, some are wireless. A mixture of Linux Mint and Windows. If my internet ever goes out (or I need to reboot my router), when the internet comes back, Mint won't automatically reconnect like my Windows boxes do. I have to bounce the Mint boxes to get them back online.
Poking around on the internet, I found these commands (guessing this will save me from a reboot):
dhcpcd -k (to kill DHCP) then dhcpcd (without the -k) to have my system grab another IP or simply restarting the network service (service network restart).
Is this normal behavior for Mint or -should- it be reconnecting by itself when the internet comes back up?

It should reconnect automatically: this isn't normal.
Please generate an overview of your system like this:
- Launch a terminal window (this is how to launch a terminal window);
- make the terminal window full screen, to avoid chopped lines;
- copy/paste this command into the terminal:

- Press Enter.

You might try this: temporarily, select the most aggressive update policy (Update Manager - panel: Edit - Update policy) and install all previously withheld level 3 and 4 updates that show up. Then reboot.

3 and 4 were already selected. I'm a bit adventurous so I'm already applying 1,2,3 and 4 level updates as they become available.

I just click on the Enable Wi-Fi twice (disable / enable) and it will reconnect to the Internet....

Go into Internet Connections, see if you have it checked for "connect to this when available" or similar language.
All things go better with Mint. Mint julep, mint jelly, mint gum, candy mints, pillow mints, peppermint, chocolate mints, spearmint,....
