Should I be running Linux Mint 18.3 with this or should I actually be using something different?

With me being so new to linux I cant really say yes or no in an honest way but from what I can tell...the only thing that is making it run slowly would be my internet connection (I have been using mobile hotspot tethering using Verizon's (minimum) unlimited plan since that is the only reliable source of internet that I receive in the area that I live.)

For that old machine, I definitely would have chosen the lightweight Xfce edition instead....
