Bluetooth: Restart Gone, Shutdown Return

Can anyone please explain and help me to fix an ongoing issue I am having with Bluetooth & Mint 18.3 ?

If I restart my system I lose Bluetooth and only a Shutdown and reboot will bring it back. Its been an ongoing issue since forever and kernel after kernel doesn't fix it. Both my mouse and keyboard are reliant on a working Bluetooth connection.

Go to this page and download this file:

Double-click it to install then shut down completely and start the machine cold. Don't just reboot.

You can try sudo dpkg -i linux-firmware_1.172_all.deb in a terminal. Post the output here if you get errors. Also post the output of rfkill list all
