Use top monitor as secondary instead of primary with XFCE

I have a second monitor attached that I want to set to display vertically so that when i move the mouse up, it goes up to it, but I want my taskbar an desktop to remain on the lower screen, which is my laptop screen. I checked the primary display checkbox, but that doesn't seem to effect anything. It will always set it so that whatever's attached to the left or top becomes the main display, and it's very frustrating. Is there some way to override this?
