The Update Manager panel/window is too big.
I can't get to whatever is at the bottom of it and so all the options like "Install Updates" are greyed out.
Fresh install of LM 18.3 with Mate desktop.
Very low tech user who finds this scenario eerily familiar from Microsoft times.
How to shrink window?
Have tried top right hand corner drop down arrow;
Move - but that is just a very stupid waste of my time,
Maximise - no effect,
Minimize - not obviously helpful.
Resize - another exercise in time wasting.

It takes very litle time if you hold the Alt key (if one doesn't work, try the other) and then grab the window anywhere to move it.
I suspect you have a small screen... is that the case?
FYI: it's a window. The panel is the bar at the bottom of your screen.
