Hello legion101098,
Looks like your trying to install Libre0ffice 5.4 instead of 6.0 help files.
Which version of mint are you on?
if your using Libreoffice 6 you need the help files of 6 not 5.
If your on mint 19 Libreoffice 6 is the default and help files can be found in synaptic and installed from there.
if you installed Libreoffice 6 on 18.3 , how did you do it?

You can also grab a lot of LibreOffice's documentation directly from the web-site: ... mentation/

...what kc1di said. For Mint 19, LO6 is already there.
How do you expect help files for LO 6.0 to be installed when you've downloaded packages for LO

If on Mint 18, instead of manually dl-ing & installing packages, the easy way:
sudo add-apt-repository ppa:libreoffice/ppa
sudo apt-get update
Then refresh your Update Manager, et voila...

...If for some really obscure reason you don't see the offline help afterwards:
sudo apt-get install libreoffice-help-en-gb
(default is en-us me thinks...)
