I am trying to set up my home PC for a second user.
This account is to be the equivilent of a Windows Limited user account: IE it can connect to the wifi, use the machine for work, but cannot mess with anything needing Sudo in the mix.
I thought i had done this, granting permission to cd rom, external drives and wifi, but when i log in, it does not have any apps in the menu
How do I set up the menu for the new user account?

You really don't have to do anything when you create a second user at it is restricted by default as you want it
