Yes, but Microsoft makes it progressively harder to achieve.

It depends.
If Win 10 and LM are to be installed on the same internal hard-drive of a computer, it's not advisable because Win 10 Home's forced auto-upgrades twice-per-year will bork the Linux Grub bootloader, requiring a manual reinstall of Grub.
