In Windows 10, when I click a phone number, Hangouts opens and I'm able to place a call that way.
Is there a similar solution in LM Tara, Cinnamon, and Sylvia, Mate?

Where are you clicking? Is it in a browser window or some app? Have you tried https://hangouts.google.com/?

Yes, I was clicking on a phone number on a web page.
But I just tried Hangouts, as you suggested, and it's great!
