After trying an upgrade to Mint 19 Tara from Mint 18.3 Sylvia, I installed back Mint 18.2 and launched a restoration with Timeshift.At first it failed, so I tried several different snapshots, but at this point, nothing new happens on rebooting.
here is the terminal result:
~ $ sudo timeshift --restore --snapshot '/media/agiaraqti/3b97693c-c6e5-4dbb-b021-f825dedc79fd/timeshift/snapshots/2018-09-12_22-40-37' --target /dev/sdb1

you installed a new OS, then tried to go back and reinstall a previous OS....
all of the links that were created with your Timeshift backup are now totally unrelated to the new ( 3rd generation by now ) OS.
sorry, but you have to start over from scratch.
On the other hand, IF, you had made an Aptik backup on the original OS, you can use that to make a working clone of that OS on any other PC you want, or the same PC after trying out as many OS versions as you want....
BUT, Aptik can only restore back to the Same OS version, not to a different version.

i delete and install a new OS quite often for testing and then always restore it to mint 19 cinnamon with no issues. as along as you have the correct settings and location in Timeshift it will restore your snapshot quite flawlessly no matter what you do to the root partitionyou installed a new OS, then tried to go back and reinstall a previous OS....
the way i do it is restore only the first snapshot or the last one. in any case i only keep 2 snapshots at he most. i disabled the schedule and create snapshot manually.
