18.3 Cinnamon hangs nearly every shutdown

Not sure where to post this:

Can't find any solution to this that works more than once -
somebody once said (can't find it again) that running "apt update" and "apt autoremove" occasionally will help, but it actually can just make it worse. If I run autoremove, at least one program will get broken and need to be reinstalled every time.

When it hangs it shows a countdown for the delayed job in question, but that clock will run down, and I still have to manually turn it off.
What the heck is going on here? Getting really ticked off about it.

What is the delayed job in question?
Do you get a message like "A stop job is running ... " and it takes 1.5 minutes?

Yes, that's basically the message.
But when it reaches that time, it just sits there, maybe forever if I let it, but so far I've only left it like that for 1/2 hour or so before I lean on the off button.

I have the same problem with Mint 19 Cinnamon. Will NEVER shutdown cleanly. After 3 days of trying fixes I'm about to try a new OS or return to Win.

I suppose that it is the same thing if systemd is using in Mint 18.
