Everything looked fine and was fresh installing my steam games (nothing came from backups only fresh installs on this). Launched a few of them and noticed they were not buttery smooth like in 18.3 It was a remarkable difference.
So I decided to install 18.3 over the 19.1 install, wipe it out but keep the /home so I don't have to re-download everything.
The 18.3 install went smooth. I just had to reset the panels to get them working correctly. And now the games are super buttery smooth again. The only difference is 19.1 and the default nvidia driver (I think it was 391) vs 18.3 and nvidia driver 384 and of course the kernel.
But it is such a difference that in my eyes they are unplayable on 19.1
Is it a different compositor? It shouldn't matter if it is cause I have disable compositing on fullscreen. Is it the nvidia driver? I tried everything I know including managing 3d settings via nvidia instead of application but nothing worked to smooth it out. I tried vsnyc on, vsync off, vsync with gsync, without gsync. Nothing. Could not get it to look as good as 18.3
I'm interested in getting it to work on 19.1 for the LTS being a couple years longer.
