Verifying ISO Images - Authenticity Check "Connection reset by peer"

Hi, I'm new to this forum. I tried searching around for my problem but couldn't find anything about it.

I am trying authenticate my ISO file that I downloaded (linuxmint-19.1cinnamon-64bit.iso) using the following command on Cygwin 3.0:

gpg --keyserver keyserver.ubuntu.com --recv-key "27DE B156 44C6 B3CF 3BD7 D291 300F 846B A25B AE09"

I get the following error:

gpgkeys: HTTP fetch error 56: Recv failure: Connection reset by peer

Nothing that I know of is wrong with my internet connection. So I do not know what is causing this.
