Is it possible to install kernel 3.16 on the Mint 19.1
I have older hardware for which drivers orsource for drivers are available for 3.16 kernels or in gemeral < 4.0 kernels.

You would have to install it yourself, and it would likely break your system. Perhaps the best alternative is to look at a distribution geared to old hardware, Antix or MX Linux, for example.
