Screen Resolution for non-native applications not filling the screen.

Hello, I just registered here and this is my first post. I guess the Post New Topic button is disabled for me in other relevant threads since I am new here? Hence posting the question here.

My system : Dell Inspiron 7559 with GTX 960M & Intel HD 530, with native 1920x1080 resolution.
OS version 19.1 Tessa, Cinnamon, x64.

Is there a way of stretching the non-native resolutions in other applications like ZSNES and Basilisk II, etc, to fill up the screen while maintining the aspect ratio?

Current in the above two emulators, I am using the 640x480 resolution for both, and all I am getting is a centred box. Choosing the full screen while maintining the aspect ratio in ZSNES doesn't do anything. It doesn't fill the screen like in Windows.

I have tried searching for this but couldn't exactly get the issues that I am facing, i.e. filling the screen while maintaining the aspect ratio.

Open a terminal and show us the result of:
