1) it is by default disabled by a comment, as it's identical to the global umask in /etc/profile. You can customise it by uncommenting and changing the number (e.g. in mine I use a 027 umask)
2) nope, there just isn't one by default, create a file named .bashrc in your home directory with all the aliases in and it'll be picked up automatically when you next open the terminal.
