Before you go to the install stage of Mint I would suggest that you spend a decent amount of time & effort using the live session to do the sort of tasks you would want to do with the installed version. Although not foolproof (things that work in the live session can sometimes need some tweaking in the installed version) it does give you a very good idea of what the installed session will look like,

The other decision that you have to make is what desktop version of Mint you want to use.
You have given no details as to the specifications of the computer & so it is impossible to know if Cinnamon will run effectively on it or if you will need the Mate or even Xfce versions..
If you don't know which desktop you want/need then it is well worth the effort of downloading & trying the live version of all 3 before taking the install step..

HP laptop 15-DA007$6NR. I will use mint 19 xfce.
This laptop will not boot mint 19xfce, will not boot any dvd’s

Install Mint 19.1 the URL says 19 beta.
For 64 bit machine download 64 bit iso. For 32 bit machine 32 bit iso.

You might need to change your boot order in the Bios. Usually, tapping an F key gets you into the Bios, could be F10 for you or another F key,

If the machine will not boot 19xfce, how do you propose the use it? Semantics, I know. If you do not have an optical drive, Most varieties of Linux do come with a make USB option that you can then boot from, for testing and installation.
