html file triggers "Do you want to run... or display its contents" dialog

When I double-click on an html file, it brings up the above dialog and displays:

"file.html is an executable text file"

If I instead right-click on the file and go to "open with", a browser is already selected. So the dialog seems to bypass that. I know under Permissions, I can un-check "allow executing as program", but how do I turn this off for ALL .html files on my computer, which are in myriad folders?

Same question for pluma files (file type shows "plain text document (text/plain)" when I right-click it), which also bring up this dialog even though the files are not executable. These pluma files have no file extension.
