MySQL not initializing after install

MySQL not initializing after install

In Ubuntu, after installing

mysql-server
, it prompts me for a root password. But now switching to Linux Mint (currently I have 19.2) when installing mysql-server, it doesn't prompt me this. I have to use

mysql_secure_installation
to set a root password and initialize everything. Is there a reason for this?

This is also causing problems when I want to connect to / create a database. Every time I setup a webapp that needs a mysql database, it throws this error:

???Error executing sql: create database if not exists `?` default character set utf8 - Could not create connection to database server. Attempted reconnect 3 times. Giving up.???
Any help is much appreciated. It's been 2 days, I tried using the LAMP stack (which throws same error).
