Wrong keyboard layout after login

Wrong keyboard layout after login

I have programmer Dvorak configured as my default layout (verified in /etc/default/keyboard, and it's listed first in the keyboard settings) and it uses that layout when on the login screen, but after logging in, in switches back to Qwerty for some reason.

Re-setting it as the default with dpkg-reconfigure keyboard-configuration doesn't work.

Why is it not respecting my default layout?

I'm using 64-bit Xfce Linux Mint 19.2

Running this command in terminal and restarting the computer sometimes helps:

sudo dpkg-reconfigure xkb-data
