HP laptop will not make wired or wireless connections

My HP Probook 6475b will not make a wireless or a wired connection.
This laptop is refurbished and new to me. I am not very familiar with it.
I hope to travel next month (India) and want to be able to make wireless connections to keep up with my email and similar.
Because I cannot make a connection I am unable to update my Update Manager and then my kernel to the current 5.0 kernel

I just learned a few things. The 5 series kernels are available. However I cannot download them. My laptop will not make a wireless connection and it also will not make a wired connection. I ask for help.

royston, be sure Secure Boot is off in BIOS. That might be enough. If not, see here:

Does that laptop have a wifi button (1st one upper right)? If so, be sure it is turned on.
