Solved - Update Manager Won't Update

Hi Everyone.

I've been a Linux user for a number of years, but am a newbie on this Forum.

I've have used Mint 17, then 18, to "re-vitalise" on a 10 year old Acer One Netbook. I use it mainly for watching live streams of news and such-like, on a connected TV.

Earlier this year I upgraded to Mint 19 (Tara). Over the last couple of months the machine has got slower and slower, Probably because I downloaded too many 'bits and pieces' for the hardware to handle.

I did a complete re-installation of 19 Tara last week (back to square one, wiping everything out) and the machine is "bright and perky" once again.

I do have one major problem.
The "auto checking" (my words) for updates by the Update Manager, which should happen when Tara loads, does not happen.
The Update Manager will open from the task bar icon, but the drop down menus/buttons are 'blanked/locked' so I can't manually update.
The taskbar icon is a blue shield and doesn't change colour to red or green as has happened in the past when it is "working".

Package Manager and Software Manager are both working correctly, as are all the other functions as far as I can make out,

Is there some way, using the Terminal perhaps, that I may "kick-start" the Update Manager?

An idiot's guide for an idiot would be very much appreciated.

Not sure I follow you. If you click the blue icon, does it show updates available? If not, click Refresh box there.

When I press the (blue) icon, the Update Manager window opens.
All menu buttons are greyed out and cannot be selected.

i.e. "File-Edt-View-Help". on the top.

"Clear-Select All-Refresh-Install Updates", just below.

Can you right click the icon, then click Refresh?
Are any updates listed when Update Manager opens?

When I right click icon:
Drop down menu with "Refresh, Info, Preferences, Quit" appears.

When I select 'Refresh', then open Manager. All as before, no change. Unable to select any button/tab.

No updates are showing when Update Manager opens? Is the icon still blue?

Correct.

Icon is blue with "i" in centre

Try this command in terminal:

Running < sudo apt update && sudo apt upgrade -y > as you suggested.

Came up with "655 packages to be installed" and is at 15% installing the updates, as I write.

Ran the terminal command twice.

Both times the loading (?) stopped with the message:
" < Processing was halted because there were too many errors.
E: Sub-process /usr/bin/dpkg returned an error code (1) >
See attched screenshot.

Update Manager still not functioning, details as before.

can you open Package Manager and do all those fixes offered there?
All things go better with Mint. Mint julep, mint jelly, mint gum, candy mints, pillow mints, peppermint, chocolate mints, spearmint,....
