No Window Manager Tweaks in new install

Hey all,
I just installed Linux Mint 19.3 Tricia, and all I really want to do right now is customize my windows so I can adjust their opacity/transparency. From all I've seen, this can be done in the Window Manager Tweaks utility, but I don't have that anywhere. I tried downloading it, but that was fruitless as well. I tried using compiz, and none of the changes I made there had any effect.
Can anyone tell me what's going on here? Thanks in advance for your help!

Which Desktop Environment (Cinnamon, MATE or XFCE)?

All have different out of the box customisation opportunities.
