Linux Mint does not see Digital Media Card
I have an "older" HP G60 Notebook PC 32 bit Intel Pentium dual boot with either Windows Vista, or Linux Mint 19.3 Tricia base: Ubuntu 18.04. This machine has a "Digital Media Slot" ( for Micro SD cards physically mounted in an "adapter" ). I'm disappointed because Windows Vista recognizes the (and mounts) the SD card, but Linux Mint doesn't see it. I'm very new to Linux so in all likelyhood it's something I'm not doing.

You could start out by posting all of the text from these commands:
Copy the text and hit the "</>" button above the text box when you reply. Paste the output from those commands between the "code" and "/code" tags.

Open your home directory and click Edit in the toolbar then choose Preferences.
From there it will vary somewhat depending on your desktop (Cinnamon, MATE, Xfce)
As Racer-X- has requested, that
inxi -Fxxz
terminal inquiry will helpdetermine exactly how you will proceed if you can't locate that setting.
With the card plugged in you could run terminal inquiry:

If you can't find it there then a different problem is indicated

The memory card drive (device), like the CD / DVD drive, does not appear in the File Manager.
What appears is the media inserted in it, if this media is formatted.
Check that the device appears in the Disks program.
See the figure:
The devices do not appear in the File Manager because there is no media inserted in them but they do appear in the Disks program.
Also check how Removable Media Management is configured.

You have the RealTek USB card reader in that machine. Do you have linux-modules-extra installed for your kernel? Try
I can't find a lot of Linux driver support for that USB reader which is commonly built in to the USB port board on some laptops and all in ones.
sudo apt install linux-modules-extra-`uname -r`
from a terminal window. If it installs something, reboot and see if it finds the SD Card when you have one in the slot. If it tells you that you already have the latest version of linux-modules-extra installed, then there's an issue with that Realtek chipset. Any chance this is going to screw-up this machine. Anything that implies -- kernel -- scares the ____ out of me. I can easily live without the SD card, but I depend on this machine.

The card reader device is recognized as shown in the command above.
Have you checked if the device appears in the Disks program?
You can also purchase a USB memory card adapter and plug the adapter with the card into a USB port. It usually works better than the card reader.

It shouldn't mess anything up with the kernel. However, you're running a kernel that's only been in general release from Ubuntu for 3 weeks. And there have been some issues when this 5.3 kernel was released.
I would strongly recommend the LTS kernel for your older 32 bit hardware.Why did you install the HWE kernel on your older box? That's counter productive. If it was operating reliably on the LTS kernel, you should have kept that LTS kernel.
I'm still waiting on the more detailed output from
inxi -Fxxz
That will tell a bit more.
