Are you talking about the panel bar?

If so:
Open a terminal by pressing the Ctl+Alt+t keys together.

Then, in terminal, type cinnamon-settings

Once that opens, select the Applets icon, then scroll through the list and make sure your panel launcher and system tray are selected. You select an applet by clicking on it, then clicking on the "+" symbol at the bottom of the dialog box.

ps edit: good point pbear.. I didn't even think to ask....

No. There are three official desktop environments for that Linux Mint 19.3 edition: Mate, XFCE and Cinnamon.

(so the solution proposed by powerwagon75 would fail if Mate or Xfce)

Okay, great. Please say that when making support requests in the future... it's very often relevant. Also good to know: the element you lost is not called a toolbar, it's a panel.
I'm glad to hear you have it back now! :D Now you get to mark your topic as solved by adding [SOLVED] to the title of the first post in the thread. To edit that post, click on the pencil icon. Cheers!
