I'm asked this question all the time. Is there any option to save (remember) the answer and not be asked again? (mint 20)

Nemo, the default file manager in Cinnamon should have a setting for this behavior (i.e. how to handle executable files) in its settings.

It is under "Nemo File Manager > Edit > Preferences > Behavior".

By "Nemo File Manager > Edit > Preferences > Behavior" to work it out, there is no shortcut when you search the system for nemo. On mint 20 there is FILES (it is nemo), run it, then:
Edit > Preferences > Behavior > executable text files
set this as you like.
