Keyboard and Mouse frozen on startup

Hello,

I dual boot Windows 10 and Linux Mint 19.3 Xfce on my Lenovo X1 Carbon (2nd gen). Recently I noticed that when I boot into 19.3, my keyboard and mouse are totally dead on the login screen and I can't do anything but power my laptop down. As soon as I power down I get the message "Started bpfilter" until the computer shuts down. Windows still works fine. I can live boot Linux Mint 20 from USB. I want to make the switch to 20 but before I do I want to get some old files off my 19.3 partition, and I would like to just login to do it. Lots of people have posted about this on Ubuntu but so far none of the fixes have worked. I have tried:

-disabling Fastboot in windows
-removing Nvidia drivers
-booting in recovery mode to autoclean
-updating grubloader

No luck so far. Anyone who can help would be greatly appreciated.

This happened to me once. Try

sudo apt install xserver-xorg-input-all
(you'll need to go into recovery mode, enable networking and drop to root shell)

Tried doing that and I get the message " Package is not available but is referred to by another package. 'xserver-xorg-input-all' has no installation candidate"

You can also try a bunch of others with

yields this:
E: unable to locate package xserver-xorg-input-libinput

sudo apt search xserver-xorg-input
gives me synapics. I tried installing synaptics and it told me I already have the newest version.

OK... there must be a problem with the package manager. It should give you WAY more than just synaptics:

I'm guessing that removing the Nvidia drivers removed a whole bunch of other stuff or messed up something. Happened to me once.

Tried it but unfortunately it doesn't add anything to the list.

shows libinput-bin and libinput10:amd are both installed, which is weird.

I'm starting to think this isn't going to be easily solved, I may just bite the bullet and install 20 and lose whatever there was to lose from my old partition.
