Check owner's manual that came with mouse - that's where I found some adjustments peculiar to my mouse.

I do not believe there is a mouse scrolling speed feature in Gnome, however you can fix the scrolling speed for Firefox:

I can't take credit for this, I read it somewhere else. I am running Mint 13 Mate on one older notebook & 16 Mate on the rest. If you are using MS Wireless:
Boot System
Log in
Unplug mouse receiver from USB port
Plug receiver back in
Voila
Mouse Wheel scrolling set to reasonable speed.
