Have you tried using the Package Manager to look for FFMpeg? That might solve your VLC problem.

Haven't tried it or even searched in Synaptic for it as I'm in Windows at the moment but a quick Google search reveals this.
Linux Mint 19.0 (Cinnamon) 64bit.

Let me see if I can help on the one issue you mentioned in passing - Bootup Manager.

Right click "Menu" > Edit Menu > Administration > Bootup Manager > Properties > Command

Replace: su-to-root -X -c bum
With: gksu bum
