glitchy with old am3 motherooard

hi,

trying ressurect an old machine for a family member

this motherboard

and i just get this when scrolling anything bascially - in OS and firefox :

ive turned off all the "effects"

any help please!?!? this rebuild has been a nightmare ;'-(
