There hasn't been a time when Ive updated my Mint 19.3 using the update manager that a In-release fail always happens. Its always at the top of the quick windowed list that you can't freeze to see the exact location during downloading. Ive changed main and base mirrors many times, ran all the maintenance options that reload/download the packages for merge list problems, etc. Can not ever find any broken packages using the Synaptic package manager, and the PPA's I have (for a single game received thru the Software Manager) are fully working and functional.
What's the fix and how do you actually determine what the fail is?

Do you experience any troubles with the system? If not, why bother.

Maybe something in Software Sources, Additional Repositories you can disable? Have a look here:

I got stuck with updates once.
I found: To Update, Upgrade and create a new Grub: sudo apt-get -f install -y && sudo apt dist-upgrade -y && sudo update-initramfs -u -k all && reboot did the trick. Good luck!
