Also to quote grateful4linux on another post
Under System Settings --> Font Selection, I ended up setting my fonts to 11, but then setting the "text scaling factor" to "2".

I also went to Panel Settings (right-click on the panel at the bottom to choose Panel Settings), and set every option as large as possible.

And to increase the size of the scroll bars, I found the option in System Settings --> Themes --> Settings to adjust them by turning "Use overlay scroll bars" to OFF; "Override the current theme..." to ON; and adjusting the width. (I chose 14.) I still haven't been able to make the scroll bars big enough in Firefox or Libre Writer, but at least they are bigger in the other windows.
Another user on reddit talked about editing .xpm files ( as well as .png files) within a folder possibly located at /usr/share/themes/Mint-X/xfwm4/

I'm not a special fan of Xfce, and other desktops like Cinnamon or KDE are certainly easier to adapt to a Hi-DPI monitor.
Anyway, Xfce can also be adapted - in excellent quality - to high-resolution monitors, you just have to experiment more with the settings and the values differ considerably from those set in Cinnamon or KDE.
